Trivia Which is correct: "The next thing to do is water the flower." or "The next thing to be done is water the flower."?

It is common to hear “The next thing to do is …,” but this is not correct.

It should be, “The next thing to be done is ….”

However, the first sentence can be made correct by adding a phrase such as

“The next thing [for us][for me][for you][for someone] to do is ….”

actually i am compiling them here for me to have easy access to the rules, for my own consumption din ito, di ko kasi memorize lahat ng rules lalo na't minsan lang sila gagamitin, if may gagawin akong communication they come handy
 
I think the first sentence is in active voice but the doer of the action was left out so it looks ungrammatical. The second sentence is in the passive voice hence the doer of the action is left out.
