2. The prison record and carpeta of prisoners that may qualify for executive clemency are forwarded by the Director of the Bureau of Corrections or the Warden of the jail.

3. Those notified by the Board to comment on executive clemency for a prisoner shall be given 30 days from the notice.

4. Interested parties have 15 days from the date of publication in a newspaper of national circulation to send written objections/comments/information relevant to the cases of prisoners being considered for executive clemency.

5. Any matter pertaining to executive clemency, including petitions, shall be decided by the Board.

6. The Board refers to the Board of Pardons and Parole.

7. The Probation and Parole Officer shall submit the Arrival Report to the Board within 10 working days from the date when the pardonee reported for supervision.

10. In case of a grant of pardon, the Director of the Bureau of Corrections or Warden of the jail shall send a Notice of Release to the Board and the Parole and Probation Administration on the date of the prisoner's actual release.

11. The Board shall place the prisoner granted conditional pardon under the supervision of the Probation and Parole Officer to monitor compliance with the conditions imposed.

12. If a prisoner granted conditional pardon violates any conditions or commits another offense during the supervision period, the Probation and Parole Officer shall immediately report the violation to the Board and periodically submit progress reports on the case.

13. The Board will issue a Certificate of Final Discharge upon receiving the Summary Report with the recommendation that the prisoner granted conditional pardon has complied with all conditions.

14. An alien released on pardon shall be referred by the Bureau of Corrections or Warden to the Bureau of Immigration for disposition, documentation, and appropriate action.
