CEBU CITY – The distribution of license plates is expected to accelerate with the assumption of a new assistant regional director of the Land Transportation Office-Central Visayas.

Engr. Arturo Roque Apolinar has been named the new assistant regional director of LTO-7 and his main task is to lead the distribution of license plates, said LTO-7 regional director Glen Galario.

“For the past five weeks, we were able to release more than 20,000 plus plates and with our assistant regional director on board, we are expecting that distribution will be hastened,” said Galario.

There are at least 600,000 license plates in Central Visayas yet to be claimed.

Galario said the goal is to dispose of all of the unclaimed plates by October.

“That is impossible but at least we are targeting that there would be a significant drop in the number of plates in our facility,” said Galario.

Apolinar said cooperation of vehicle owners, dealers, and head offices is needed to speed up the release of the license plates.

“We need full cooperation on the part of the clients and dealers. That will really be a big help,” said Apolinar.

The LTO-7 can release 20 to 33 plates a day at present through its releasing outlets at SM Seaside and its impounding facility in Talisay City.

Apolinar said car owners can just present their official receipt in satellite offices of LTO-7 to check the availability of their license plates.

“If they are from Bohol, they can just drop off their receipts in the satellite office and it will be forwarded to the LTO-7 office in Cebu City to locate the plates. We will then send the plate to the satellite office at no cost to the client,” said Apolinar.

Apolinar said the LTO-7 is also requesting more equipment for the speedy release of license plates.

Currently, the LTO-7 has only one scanner. The LTO-7 has already requested four additional scanners from its central office in Quezon City.

“It takes time to scan and we cannot distribute the plates without scanning them because we cannot upload them to the system,” said Apolinar.

Apolinar added that information dissemination is also a key in fast-tracking the release of plates.

“To all car owners who didn’t get their plates yet, please check your official receipt or registration. Provide us your exact address so that you can also help us speed up the release of plates because it eats a lot of time locating your address and it will cause more delays if you give a wrong address,” said Apolinar.
