Did you know that Plato did not believe in equality?
He proposed the myth that people are born in three different metals—bronze:artisans, silver:soldiers, and gold: leaders.
Only the gold has the right to lie for the "good" of everyone. Therefore, Plato believes that these people should run society based on the belief he pedals amongst the people. We call that theocracy.
Fortunately, this will only work in the old times when most people are uneducated and uninformed.
However, using their privileges, religions are allowed to create societies abiding by this system. Despite people being more informed, they can still exert control via these people's emotional vulnerability. They do not depend on the lack of education, but instead, they thrive through willing miseducation. As long as there are groups that can dictate what people should believe, it is never impossible to have a theocracy.
