Si Panelo na ang maysabi na ginawang colaterral ang Reed Bank. Bakit pa nila kailangang gawing kolateral ang Teritoryo natin para sa mataas na interes na pautang kung pwede naman umutang sa ibang bansa na walang palit na teritoryo gaya ng Japan, na di hamak na mas mababa ang interes.
