fa-iqta'u it doesnt neccssary mean to cut the hands of the finger
fa-iqta'u = to cut/sever/disunite/separate/detach, to disable in prosecuting, unable to proceed in, withdrew, break down, perish/cease/finish/fail, cut short / stop, intercepted/interrupted, put an end/stop to.

The next verse 5:39 speaks about repentance, living a useful life after repenting may be difficult without one or both hands. Those who lapse into criminal activity should be assisted in returning to a good and useful life. The principle that underpins the Quranic Justices System is that it allows everyone and anyone capable of reforming and having reformed a second chance.

clearly ang isa sa tinutukoy dito ay mga religious leaders lalo na kung titignan natin sa ibang salin a translation that let the Quran speak for himself without tainted interpretation from the hadith

the Quran denounced any religious authority of priesthood, and religious authority the verse 3:151 is a denounciation on those people who set up partner besides God, and the religious leaders are among on those category.

UPHOLD GOD'S SYSTEM-NOT RELIGIONS
They have set up their leaders and priests as authorities to rank with God. Others deified the messiah, son of Mary. They were all commanded to serve only the One God. There is no authority to rank with Him. Be He glorified, high above having any authority to equal Him. -Quran 9:31
