Write an informal proposal for the stated problems.

San Jose College (SJC) is under company rehabilitation which means that the school is in the brink of bankruptcy. During the rehabilitation, SJC in under the supervision of a judicial court through the three-member management committee. Take the role of the management committee of the school in this scenario. Currently the only source of income for the operations of the school is the fees of the students. Despite the disheartening plight of the school, the teacher demanded at least a 12% increase in salary. They said any amount less than that will be unacceptable and will drive them to resign en masse. The action of the teacher seemed understandable because they have not received any salary increase for the last three years. You decided to increase the tuition fee of the students but the parents and student leaders vehemently objected to the increase. They threatened that if the tuition fee will be increased, the parents will pull out their children from the school. You have set a meeting with both parties but it failed. How would you solve the problem?

* The school has 25 teachers with an average salary of 20,000 pesos. 10 teach at the elementary and high school levels and the other 15 teach at the tertiary level.

* The school has around 200 students; 100 enrolled in basic education and another 100 at the tertiary level.

* Tuition and other fees of each student total 30,000 pesos per year for basic education and 22,000 pesos per semester for tertiary level.

* Computers are obsolete, and the school has three janitors.

* Each classroom can accommodate 30 students

*As provided in the manual for private schools, the breakdown of school budget for its operation is listed as follows: 70% for teachers salary, 20% for operating expenses (15% for non-teaching personnel's salary and 5% for bills); and 10% for profit. However since the school is on the brink of bankruptcy, it doesn't get any profit at all. Thus, all expenses are allocated for the teacher's salary and operating expenses with a ratio of 75:25, respectively. Further, you can only save roughly 5% from the bills and equipment expenditures.

Now, your aim as part of the management committee is to address the concerns in both students and teachers. You also need to make at least 10% profit from the solution that you will formulate in order for the school to survive in the next five years.

Proposal: Addressing the Concerns of Students and Teachers while Ensuring the Financial Sustainability of San Jose College

Objective:
The objective of this proposal is to find a solution that addresses the concerns of both the students and the teachers, while also ensuring the financial sustainability of San Jose College (SJC) for the next five years.

1. Increase in Teachers' Salary:
Recognizing the valid concerns of the teachers regarding the lack of salary increase over the past three years, we propose the following steps to address this issue:

a. Conduct an in-depth financial assessment: Engage the services of a financial consultant to conduct a thorough analysis of SJC's financial situation. This assessment will provide insights into the existing financial constraints and identify areas where cost savings can be made.

b. Negotiate a reasonable salary increase: Based on the financial assessment, negotiate with the teachers' union to reach a mutually acceptable salary increase that takes into account the financial limitations of the college. The goal should be to provide a fair increase, balancing the needs of the teachers with the financial stability of the institution.

c. Seek external funding: Explore opportunities to secure additional funding through grants, sponsorships, or partnerships with external organizations. This will help alleviate the financial burden on the college while enabling a more sustainable salary increase for the teachers.

2. Tuition Fee Increase:
Considering the objection from parents and student leaders regarding the proposed tuition fee increase, we propose a multi-faceted approach to address this issue:

a. Communicate the financial situation: Organize a town hall meeting to transparently communicate the financial challenges faced by SJC. Present the findings from the financial assessment, highlighting the need for additional revenue to sustain the operations and improve the quality of education.

b. Explain the impact on education quality: Outline the potential consequences of not increasing the tuition fee, such as the inability to upgrade obsolete computers, improve facilities, and provide a better learning environment for the students.

c. Alternative revenue streams: Explore alternative revenue streams, such as fundraising events, alumni contributions, or partnerships with local businesses. This will help diversify the sources of income and reduce reliance solely on student fees.

3. Improving Operational Efficiency:
To optimize the utilization of resources and reduce costs, the following measures are proposed:

a. Review and optimize staffing: Assess the current staffing levels and responsibilities to ensure optimal utilization of human resources. Consider the possibility of redistributing responsibilities to reduce the need for additional staff members.

b. Technology upgrades: Allocate a portion of the savings from the bills and equipment expenditures to upgrade the obsolete computers. This will enhance the learning experience for the students and improve operational efficiency.

c. Energy conservation initiatives: Implement energy-saving measures, such as switching to energy-efficient lighting and appliances, to reduce utility bills and save costs in the long run.

4. Long-term Financial Sustainability:
To ensure the long-term financial sustainability of SJC, the following steps are proposed:

a. Establish an endowment fund: Work towards setting up an endowment fund through partnerships with alumni, philanthropists, and other stakeholders. This fund can provide a stable source of income for the college's operations and future growth.

b. Diversify revenue sources: Explore opportunities for collaboration with local businesses or organizations that align with SJC's mission and values. This can include offering specialized programs, corporate training, or research partnerships.

c. Enhance marketing and recruitment efforts: Implement targeted marketing strategies to attract more students and increase enrollment. This will help generate additional revenue and strengthen the college's financial position.

Conclusion:
By implementing the proposed measures, it is possible to address the concerns of both the students and the teachers at San Jose College. This solution aims to provide a balanced approach that considers the financial realities while striving to improve the quality of education and ensure the long-term sustainability of the college.
