Kailangan po muna na Verified ang status ng Paypal account nyo. Linking your personal bank account (that matches the name in your Paypal account) solves this, as far as I know.

It's been years since I linked my Paypal to my bank account, pero try ko recall how I did it from my account (kasi magkaiba na ang interface in PH Paypal and US Paypal accounts. Di pa ata na-roll-over ang changes sa PH accounts):
1. Login to Paypal
2. Dun sa "Profile", click mo Add/Edit Bank Account tapos click mo "Add"
3. Enter the Country, Account Name, Bank Name, Bank Code (Google mo ang "Philippine bank codes for Paypal"), Account Number mo
4. Press continue.
5. From there I think magdedeposit sila ng small amount sa account mo and you need to check for that either via your statement of account (not recommended kasi matagal - snail mail yun) or checking your transaction record/history online (kung may online access ka sa account mo ... if not, wait mo na lang SoA).
6. Once nakita mo na yung amount(s) (might be 1 or 2 deposits gawin nila - not sure kung ganun pa rin ngayon), punta ka ulit sa Verification area sa profile mo and enter the amounts/details na hinihingi nila. After that kukunin nila ulit yung dineposit sa account mo pag successful yung verification.

And since connected na bank account mo, proceed ka na sa My Account > wí†hdráw. And then just follow the steps there.

... or kung wala ka namang bank account na linked and/or wala kang balak i-link ang bank account mo, look for a trusted 3rd party to help you. By "3rd party" what I mean is yung mga taong nag-o-offer ng service na trade ng Paypal credits to peso (cash) kung wala kang personal bank account (try mo search sa OLX, pero tingnan muna kung ok ang feedback ng mga customers). Ang process is this: Send mo sa kanila ang Paypal credits mo na gusto mong i-convert sa peso and they will send you the money either through (1) a bank account of someone you trust (kung wala kang sariling account) (2) Western Union / LBC / Cebuana Lhuillier etc or (3) meet-ups.

Pero mas preferable yung i-link mo na lang yung own bank account mo para safe kasi direct yun. Meron nga lang fee na kukunin si Paypal (and your bank) and it will convert the credits based on that day's peso-dollar exchange rate. Mejo mas makakamura ka lang ng konti if 3rd party - but you'll be taking a risk.

What kind of card though? Debit? Credit? Anyway, either one would still require him to link it to Paypal and follow the wí†hdráwal procedures to get his money.

Inquire mo nlg sa kanila sabihin mo nlg pang paypal cla na bhala nun kung anung clasing card...

Hindi po. Kailangan nyo po either credit card, debit card, or bank account to link your Paypal account to para ma-verify. Kahit isa lang sa mga yan. Pag di po verified, di nyo po ma-wi-wí†hdráw yun.

Pero pwede po kayo magtransfer ng Paypal credits (kahit di pa kayo verified) sa ibang Paypal account (na verified) para sila ang mag-wí†hdráw para sa inyo. Check nyo po yung sending limits ninyo kung magkano. Tapos hanap po kayo ng trusted 3rd-party na nagpapalit ng Paypal credits to peso.
