S·T·S Scumbag Smart throttles internet connection but boosts it when speedtesting

I noticed crunchyroll/YøùTùbé started to buffer at 720p a lot so I tried downloading a random file and sure enough my connection is being throttled, but when I did a speedtest (ookla) I noticed I was getting 40mbps+, I was kinda confused so I tried other speedtest alternatives and found out they're boosting connection when speedtesting to speedtest.net and fast.com.
