Good question bosing? Normally, you can leave target host ang port blank in all cases. It means, you will let psiph@n choose the server automatically. Sa Action ka lang magbabago ng preference depende sa pinasok mong setting sa Proxy Servers' menu. Para sa mga advanced user yan kung alam mo yung iyong ilalagay na inputs/wildcards. You need to read the whole manual, read user experiences and a lot of practice to do this properly.
But I'll give you an sample tip. If you want a preferred server like akamai which a favored psiph@n cdn by gamers, you need to create 2 rules for psiph@n-tunnel-core.exe. For the first one, just leave the rest as "any" but Action should be "Block". For the 2nd one, you will put *.akamai.net on port 80 (or just leave it blank) and Action with your chosen protocol, listening ip and port (like https 127.0.0.1:8080...). This special setting will block other psiph@n servers except akamai.net, assuming your server_list contains this server hosts. Marami kasi si sipon3 na ginagamit na cdn servers.

Pasensya bosing. Akala ko binasa mo na yang proxifier manual. Ang ibig ko lang sabihin dyan, wala naman talagang nilalagay na target hosts at ports sa proxifier, unless you know the exact host to customize - kaya nagbigay ako ng sample.

Ang ginagawa lang natin kung gagamit ng sipon3 for pc:
1. Ilagay yung listening ip and port na naka-set sa sipon3 GUI (doon sa settings nya - http, https, socks) dyan sa Proxy Servers menu - mamili ka, say https (127.0.0.1:8082). Be sure na yon ang na-set at nakita mo sa sipon3 GUI ng mag-connect sya. Since isa lang yung sipon na umandar, di ka naman gagamit ng proxychain option, kaya doon ka na lang sa 3 types na mamimili - di ba po? Ito yung sample screen kung mag-input ka ng proxy servers. Andyan yung gagamitin nating https proxy server na 127.0.0.1:8082, huwag mo ng pansinin yung iba - dekorasyon lang mga yan unless gamitin in the future on other tools.

2. Tapos doon sa Proxification Rule menu ay ilagay mo naman yung applications na gagamit ng gusto mong proxy server (http?https? or socks ba). Ito naman ang itsura nyang sinabi ko.

3. Doon sa custom use ni sipon with target host, ito naman yung sample na itsura.

Yung Default sa kaliwa ay pwede mo ring i-set ang Action sa iyong proxy server, instead of Direct. OK na ba bosing?
Kung di mo masundan, just edit the network settings ng browser, downloader, etc. manually. Same effect din yon basta magamit mo lang si sipon3.
