The incident is only part of the stream of a grander issue: the Philippines' rights over Recto Bank.

Experts say the Recto Bank incident could only be a test of the Duterte government's reaction to China’s similar moves in the future. If the government reacts lightly, this could further embolden China to ram more Filipino boats to drive them away from the West Philippine Sea.

1. Is the West Philippine Sea the same as the South China Sea?

No. According to Administrative Order No. 29 (2012), WPS refers to “the Luzon Sea as well as the waters around, within and adjacent to the Kalayaan Island Group (KIG) and Bajo De Masinloc, also known as Scarborough Shoal.”

WPS is not another name for the South China Sea. It’s a part of the South China Sea.

Furthermore, WPS is not a continuous body of water that extends from the Scarborough Shoal to the territorial claim of the Philippines in the Spratlys, which our government calls the KIG.
2. Is the entire WPS our territory?
No. In international law, a country’s territorial sea can only extend from 12 nautical miles (NM). The first 12NM of Luzon Sea from our baseline is part of our territory. That’s the only part of the WPS over which we have a clear and indisputable sovereign control.
The waters around Scarborough Shoal, as well as around KIG, are already beyond 12NM. We cannot claim them as indisputable part of our territory, especially that the sovereignty disputes over these South China Sea features aren’t yet resolved.
Those who are saying that the WPS is are mostly wrong because most of the WPS lie beyond our 12NM territorial sea.
3. Is the entire WPS within our Exclusive Economic Zone (EEZ)?
No. The EEZ is the maritime area 200NM from a country’s baseline. The first 12NM of that 200NM is the territorial sea, where a country has sovereignty. In the rest of that EEZ, a country only has sovereign rights limited to economic exploitation of living and non-living maritime resources and limited jurisdiction or the power to enforce one’s laws in limited areas such environmental protection and the regulation of the construction of structures, installations, and artificial islands.
The Scarborough Shoal is within the EEZ of the Philippines. However, not all the features in the KIG are within our EEZ. According to the document that I got from the Department of Foreign Affairs in May 2018, out of the 45 features of the KIG only 27 of them are within our EEZ.

Sovereignty is a State's absolute control over its territory. So for you to know kung hanggang saang ang sovereignty mo, you must know first the extent of your territory.

Can a State decide UNILATERALLY kung hanggang saang ang extent ng kanyang territory? NO. What counts as territory depends upon the developments in international relations.

Recto Bank fishermen receive aid from Fil-Chinese biz group

A group of Filipino-Chinese businessmen on Friday donated P1.2 million for the rehabilitation of the F/B Gem-Vir 1, the fishing boat reportedly rammed by a Chinese vessel in Recto Bank on June 9.
Federation of Filipino Chinese Chambers of Commerce and Industry, Inc. (FFCCCII) officials led by its president, Henry Lim Bon Liong, personally handed over the donation to the fishermen in Quezon City.
“Kami sa FFCCCII ay magbibigay ng P1.2 milyong piso para sa kumpletong rehabilitasyon ng kanilang nasirang bangkang pangisda,” Bon Liong said during a press conference.
Bon Liong said the group would also donate P250,000 as livelihood assistance to the 22 Filipino crewmen affected by the maritime incident.
“We express our sincere concern for their welfare and our solidarity with them,” Bon Liong said.
No strings attached
In an ambush interview, Bon Liong said the assistance has no strings attached, adding that the gesture of their group should not be politicized.
"Walang strings attached ito. Baka akala niyo may strings attached ha? No strings attached ito," he said, noting that the FFCCCII did not communicate with the Chinese government regarding the assistance.
"Kaya walang kulay ito ha, kusang loob ng mga nasa Federation," Bon Liong said.
Meanwhile, boat captain Junel Insigne and boat owner Felix Dela Torre expressed gratitude for the assistance given by the group. They read a prepared statement during the press briefing.
"Kaming 22 mangingisda ay nagpapasalamat sa FFCCCII para sa inyong tulong sa amin at sa aming mga pamilya. Ang krisis na ito ay talagang nakakaapekto sa aming pangaraw-araw na kabuhayan at sa aming kinabukasan," Insigne said.
Insigne said the repair of the damaged boat would take four months.
Meanwhile, Dela Torre said the assistance of the group gives them hope to rise again from the crisis.
"Sa panahon po ng krisis natin, nalalaman kung sino ang ating tunay na kaibigan, ang inyong napapanahon na tulong ay ganap na mapapaayos na rin ang aming bangka," Dela Torre said.
Bon Liong clarified that the fishermen did prepare the statement.
"Sila may sabi noon eh. Alam mo sila di sila sanay sa maraming press na ano eh... Galing din sa kanila 'yun," Bon Liong said.
Members of the press tried to interview the fishermen, but they were told the fishermen need to immediately leave the venue to attend another meeting.
Insigne also did not answer questions from reporters, only saying that they are thankful for the assistance given to them by FFCCCII. —KBK, GMA News

i will guess..this man do not like the president and wants the president to be impeach..they are just adding fuel to the fire wherein they are putting a strong point on betrayal on the constitution and public trust..i would believe this if one the president's ally will file this case against him..that would mean that the president has really done so bad to turn on him..this people filing this kind of cases just wants to oust the president in a different way
