10. Joseph "Erap" Ejercito Estrada is a Filipino politician who served as the 13th President of the Philippines from 1998 to 2001 and as the 9th Vice President of the Philippines from 1992 to 1998. He allegedly embezzled about $78 million to $80 million.

9. José Arnoldo Alemán Lacayo was the 81st President of Nicaragua from 10 January 1997 to 10 January 2002. Alemán reportedly pocketed $100 million.

8. Pavlo Ivanovych Lazarenko is a former Ukrainian politician and former Prime Minister who in August 2006 was convicted and sentenced to prison in the United States for money laundering, wire fraud and extortion.

He succeeded his father François "Papa Doc" Duvalier as the ruler of Haiti after the latter's death in 1971.
