What is a PWD ID?

A Person with Disability (PWD) ID is a valid government identification card issued to persons with disabilities in the Philippines. The card entitles owners benefits and privileges in accordance with existing Philippine laws. The PWD ID is issued for free and revalidated after five years.

Who can apply for a PWD ID?

A person can apply for a PWD ID if they have a disability in accordance with the Department of Health’s (DOH) Administrative Orders 2013-005-A and 2013-005-B and National Council on Disability Affairs (NCDA) Administrative Order no.1 series of 2021:

Physical Disability (e.g. amputation, spinal injury, post-polio)

Visual Disability

Speech and Hearing Impairment

Deaf and Hard of Hearing

Intellectual Disability

Psychosocial Disability (e.g. schizophrenia, bi-polar disorder)

Learning Disability

Mental Disability

Cancer (RA 11215)

Rare Disease (RA 10747)

A Certificate of Disability is required for persons with non-apparent disability (that is, not easily recognizable) to verify significant functional limitation resulting from a health condition.

How do I apply for a PWD ID card online?

How can I apply for a PWD ID card in person?

Here are the steps on how to get a PWD ID card in person or through a representative:

Gather all the required documents below. Ensure that you have the complete documents to have a faster approval.

One valid government ID or barangay clearance/certificate

Two recent 1×1 ID pictures with name and signature or thumb mark at the back of the picture

Disability Certificate/Medical Certificate from a qualified physician

Go to the to the Person with Disability Affairs Office (PDAO) or Municipality/City Social Welfare Development of the city/municipality where you and submit your complete documentary requirements. If the applicant is unable to appear in person for the application, a family member may be authorized on behalf of the applicant. The representative must present an authorization letter signed by the PWD applicant.

What are the benefits and privileges for PWDs?

PWDs are entitled to the following benefits by presenting their ID card:

hotels and similar lodging establishments o restaurants o recreation centers

theaters, cinema houses, concert halls, circuses, carnivals and other similar places of culture, leisure and amusement

prescribed medicines from hospitals and pharmacies

medical and dental services including diagnostic and laboratory fees and professional fees of attending doctors in all private hospitals and medical facilities (subject to the guidelines issued by the DOH in coordination with the Philippine Health Insurance

Corporation) o Domestic air and sea travel

Public railways, and other public utility vehicles (including buses, jeeps, taxis and shuttle services)

Funeral and burial services for the death of a person with disabilities













What are the qualifying conditions for disability benefits from SSS (Social Security System)?
A member who has a partial or total disability with at least one monthly contribution ρáíd to the SSS prior to the semester of contingency is qualified.

Partial Disability

A complete and permanent loss or use of any of the following body parts, but which does not totally prevent a member from engaging in any gainful occupation.

one thumb
one index finger
one middle finger
one ring finger
one little finger
hearing of one ear
hearing of both ears
sight of one eye
one big toe
one hand
one arm
one foot
one leg
one ear
both ears


Permanent Total Disability includes:

complete loss of sight of both eyes

loss of two limbs at or above the ankle or wrists

permanent complete paralysis of two limbs

brain injury resulting in incurable imbecility or insanity

such cases as determined and approved by the SSS



How does a PWD apply for disability benefits from SSS (Social Security System)?

The prescriptive period in the filing of disability benefit claim is 10 years from the date of occurrence of disability.

Member’s photo and signature form (for initial claims only)

Other documents that may be required to support the disability claim such as clinical and laboratory tests results, x-ray; and hospital records, among others.

Unified Multi-Purpose or SSS biometrics ID card or two (2) other valid IDs, both with signature and at least one (1) with photo and date of birth

Other supporting documents: For pension, a photocopy of either passbook or Automated Teller Machine card with validated deposit slip or cash card Enrollment Form



If unable to file disability claim in person:

Sketch of member’s residence or place of confinement (if local resident)

Physical examination report describing disabling manifestation, signed by attending physician (if residing abroad)

If for total disability pension, with dependent children:

Certified True Copy of Marriage Certificate registered with the Local Civil Registrar/Philippine Statistics Authority

Certified True Copy of Birth Certificate of legitimate or legitimated dependent children

Legal adoption papers for legally adopted children (date of adoption must be prior to date of disability)

Any proof of affiliation for illegitimate dependent children

Claim for Dependent’s Allowance (SS Form BPN-106)

Application for disability benefits is filed at any SSS branch or representative office.

What are the other benefits for PWDs?

The other benefits are:

5% discount on basic necessities such as:

rice, corn, bread, fresh or dried and canned fish and other marine products, fresh pork, beef and poultry meat, fresh eggs, fresh and processed milk, infant formula, fresh vegetables, root crops, coffee, sugar, cooking oil, salt, laundry soap, detergents, firewood, charcoal, candles and other commodities as may be classified by the Department of Trade and Industry (DTI) and the Department of Agriculture (DA)



Prime commodities such as:

Fresh fruits, dried or processed or canned pork, beef and poultry meat, dairy products not falling under basic necessities, noodles, onions, garlic, diapers, herbicides, poultry, swine and cattle feeds, veterinary products for poultry, swine and cattle feeds, veterinary products for poultry, swine and cattle, paper, school supplies, nipa shingle, plyboard, construction nails, batteries, electrical supplies, light bulbs, steel wire and other commodities that may be classified by the DTI and DA

The total purchase per week should not be more than P1,300 to qualify for the 5% discount.

Present booklet when purchasing medicines and grocery items.

Express or Priority Lane in any commercial or government establishment o You are also given the privilege to be served in the express lane in any commercial or government establishment. If there is none, you must be prioritized.

Government benefits:

Enjoy the benefits of an SSS and Pag-IBIG Fund member. All you need to do is visit the website of their respective office and check out what services you qualify for.



P15,000 Worth of Benefits from PhilHealth o If you need lower limb prosthesis, you’re entitled to have P15,000 worth of benefits from PhilHealth. This is dependent on if you’re a qualified member of the organization or are a declared dependent.



Exclusive public attorneys o If you’re eligible, you may request the services of Public Attorney’s Office (PAO).



Educational assistance o PWDs who wish to pursue primary, secondary, tertiary and post-tertiary can avail of the educational assistance in both public and private schools, vocational or a technical education establishment. The assistance can be given in the form of financial aids, grants, scholarship or other incentives.

Opportunities for employment

o The law mandates all government agencies to reserve one percent of their employment positions to PWDs. Private corporations, however, are required to do the same if they have hired 100 employees.



A person with a disability can be eligible for an establishment’s promo or the 20% discount, whichever is higher, but not both. Furthermore, if the PWD is also a senior citizen who is entitled to a 20% discount, they can only use either their senior citizen ID or PWD ID to collect the 20% discount.

Caregivers of PWDs are also eligible for tax incentives in compliance with the National Internal Revenue Code’s provision.

According to the Official Gazette of the Philippines, “persons with disability shall be treated as dependents under Section 35(A) of the National Internal Revenue Code, as amended, and as such, individual taxpayers providing care for them shall be accorded the privileges granted by the Code insofar as having dependents under the same section are concerned.”
