Closed IPHONE 4s could not sign in after the download and Installation of IOS9

My iphone cant sign in. it happened last month when the update for ios9 is out this is not the beta version for sure but.. after the update my phone restarts, then it proceeded and greets me with hello, then i slide it up connected to my wifi. i skip and didnt put on some passcode then theres the apple id which requires me to put my account on it then i inserted my *working account.. then my password.. then i click next, then terms and conditions etc.. etc.. then i agreed. and agreed then there goes the "it may take a few minutes to set up you apple id etc.." then there GOES THE ANNOYING "COULD NOT SIGN IN"!!! I dont know people please please please help me out on this please ( i almost tried everything in my part.. restarted it.. downloaded a new ios to down grade etc etc... but its still inaccessible

na try mo ba login sa itunes or website ang appleid mo? baka may mali sa password.. im using iphone4s, wala nmn problema pg.update ko from ios8 to ios9

Yup trinay ko na po na ilogin sa website at pwede naman wala naman pong mali sa pass and apple id ko and nag palit narin ako ng password pero ganon parin could not sign in...
